The Rest of the World Vote, also known as the ROW Vote, was introduced in 2023 to give Eurovision fans from outside the participating countries an opportunity to vote for their favorite competitors across all 3 live shows. Like the regular televote, the votes collected are combined and aggregated to make up a separate set of points for each show which would then be added to the main total.
This vote carries the same weight as one participating country.
How it Works[]
Prior to the first semifinal, a potential voter logs on to the secure online portal where their IP is automatically detected to determine if they are eligible to be part of the ROW vote. If yes, the portal will tell the voter when it is time to vote.
When the voting window opens, a recap of entries will be shown to the viewer. Following that, the participants for that particular show will be featured on screen along with + and - buttons below the participant's image. As with the vote for the participating countries, ROW voters have up to 20 votes at their disposal to put on as many favorites as they want; either all votes on 1 country or spread across multiple countries. Once the voter has made up their mind, they pay for their votes using their credit or debit card. Each card can only be used for one transaction, and additional votes after that must be paid using another credit or debit card.
Once a transaction is completed, voters will be directed to a short video clip featuring one of the participants thanking them for their votes.
The cost of each vote is .99 Euro, converted to the currency of the voter's country of origin. At the time of the 2025 contest, it was approximately $1.10 per vote in the United States, and $1.54 per vote in Canada.
In 2024, the ROW vote opened at 00:00 CET following the conclusion of each show's second dress rehearsal, then closed as the shows went live. However, for the final, the start of the vote was delayed due to uncertainty on whether Dutch representative Joost Klein would be disqualified, and ultimately opened at 13:00 CET when the disqualification was confirmed.
