North Macedonia (officially recognized as FYR Macedonia or simply FYROM prior to 2019) debuted at the Eurovision Song Contest final in 1998. However, the country had already tried to debut two years before since the Eurovision Song Contest 1996's pre-qualifier where it submitted its first entry Samo ti, sung by Kaliopi (who went on to represent the country in 2012 and later in 2016), which failed to qualify for the final, preventing them from competing.

North Macedonia's efforts to enter the contest were again stopped the next year, in 1997 when another new system was introduced where countries with the lowest average scores over the previous four years were excluded from participating. This system meant that Macedonia was to participate the next year, miss 1999, and so on until the system stopped in 2004.

Between 2004 and 2007, North Macedonia was the only country to have qualified from every semi-final, despite only squeaking in 9th or 10th. This ended in 2008, where Let Me Love You came in 10th with the televoters, but the backup juries gave the final spot to Hero, marking their first non-qualification. This started a long non-qualification streak from 2008 to 2018 (save for a qualification in 2012). In 2019, Tamara Todevska won the Jury vote and gave the country its first ever top-10 placing with her song Proud.

On October 30, 2017, the EBU revealed that the country was out of the contest due to massive financial debts owed by MRT. However, on November 17 it was announced that the country would participate in 2018, meaning their debts had possibly been sorted out in that time frame.
